As of the 2015-2016 school year school districts are still failing to meet the needs of students with disabilities.  The U.S. Department of Education found that only 22 states could receive the “meets requirements” designation for the 2015-2016 school year. The remaining states were all placed into the “needs assistance” category. School districts are failing to meet the standards set forth in the Individuals with Disabilities Education Act (IDEA). States which meet requirements and obligations under IDEA include Alabama, Delaware, Iowa, Kansas, Kentucky, Massachusetts, Minnesota, Missouri, Montana, Nebraska, New Hampshire, New Jersey, North Carolina, North Dakota, Oklahoma, Pennsylvania, South Dakota, Tennessee, Virginia, West Virginia, Wisconsin and Wyoming.
