Recently, there have been a lot of news articles on how Texas spent less on Special Education students in previous school years. This also applies to students receiving Early Childhood Intervention (ECI) services. Children 0-2 years old with a disability are eligible to receive services under the Individual with Disabilities Act (IDEA) Part C. Part C of IDEA provides early intervention services to assist young children with atypical physical, cognitive, communication, adaptive, and social or emotional development. IDEA further mandates that early intervention services must be provided by qualified personnel, in natural environments, and at no cost to the families.
It has been reported that Texas spent $484 per child for services like speech therapy or physical therapy in 2012. It has also been reported that the amount per child decreased to $412 in 2018 which is a 15% decrease.
