Disability rights advocates have come across documentation that Texas may have again spent less on students with disabilities in 2017. A day after the Fifth Circuit Court of Appeals ruling against Texas for spending less in 2012, disability advocates found evidence that Texas spent $41.6 million less in 2017 than in 2016 when it made its application for federal special education funding.
